Allen, Texas, lying 23 miles north of Dallas on U.S. 75, draws on the strongest aspects of a Lone Star past and present to build a unique community character. The thriving town of more than 78,000 traces its roots to a land grant predating the Republic of Texas. Its day-to-day life, however, is anchored in the opportunities and amenities of a vibrant metropolitan area. These qualities make Allen a popular choice for homeowners relocating to Texas or to the Dallas-Fort Worth region.

** Major Urban Area with a Strong Economy **

Buyers looking at homes for sale in the sprawling DFW Metroplex are contemplating a move to a major urban area that has actually weathered the recession well. Radiation hazards may rise for air, space travelers

Radiation hazards are likely to increase for air travelers and spacefarers in coming years due to changes in solar activity, researchers say.

Cosmic rays from deep space and high-energy particles from the sun can be hazardous to astronauts and also can expose airline crews and passengers to radiation, as well as damage spacecraft, aircraft and satellites. Solar magnetic fields protect Earth by repelling incoming galactic cosmic rays, but the period of high solar magnetic activity known as the grand solar maximum that persisted throughout the Space Age now appears to be coming to an end, and solar particle levels might start rising at the same time.

Cosmic rays constantly bombard the Earth from deep space, but solar activity is dependent on the sun's regular weather cycle. The sun is currently approaching the peak of its current 11-year cycle, called Solar Cycle 24. That peak will occur in 2013, NASA has said. [ Stunning Photos of Solar Flares & Sun Storms ]

When powerful sunstorms are aimed directly at Earth, they can pose a serious threat to astronauts in orbiting spacecraft, damage satellites, interfere with communications systems and impact power plants and other infrastructure on the surface. Mild space weather events ? such as Monday's geomagnetic storm, sparked by a weekend solar flare ? can also supercharge Earth's northern lights displays.?

To see what future levels of space radiation might be like, researchers analyzed a 9,300-year record of galactic cosmic ray and solar activity in the form of ice extracted from Greenland and Antarctica. [Related: New Forecast: Sun's 'Superstorms' Could Doom Satellites ]

Atoms can be transmuted from one element to another by the cosmic rays and solar particles that slam into them, events that scientists can detect in these ice samples. Researchers supplemented these ancient records with present-day data from a global network of neutron monitoring stations.

Based on these past records, the researchers predicted future variations in galactic cosmic ray levels, the near-Earth interplanetary magnetic field, sunspot number and large solar storms. They found the risk of hazardous space weather is likely to rise noticeably over the next century from the level in recent decades.

One should not necessarily put off air travel, said study co-author Michael Lockwood at the University of Reading in England.

"However, it is good to be aware that one is exposed to more hazardous particles, particularly on trans-polar flights," Lockwood told SPACE.com. "For really frequent, lifelong fliers, it might become wise to be like workers in the radiation industry and have more-frequent and more in-depth health checks. Also, to reduce exposure for passengers and crew to higher doses during solar events, flights may be diverted to lower latitudes and altitudes, with delay and cost implications ? those extra costs will be reflected in ticket prices, of course."

The scientists detailed their findings online in the journal Geophysical Research Letters.

Virus Kills Breast Cancer Cells in Laboratory Penn

A nondisease-causing virus kills human breast cancer cells in the laboratory, creating opportunities for potential new cancer therapies, according to Penn State College of Medicine researchers who tested the virus on three different breast cancer types that represent the multiple stages of breast cancer development.

Adeno-associated virus type 2 (AAV2) is a virus that regularly infects humans but causes no disease. Past studies by the same researchers show that it promotes tumor cell death in cervical cancer cells infected with human papillomavirus. Researchers used an unaltered, naturally occurring version of AAV2 on human breast cancer cells.

"Breast cancer is the most prevalent cancer in the world and is the leading cause of cancer-related death in women," said Samina Alam, research associate in microbiology and immunology. "It is also complex to treat."

Craig Meyers, professor of microbiology and immunology, said breast cancer is problematic to treat because of its multiple stages. "Because it has multiple stages, you can't treat all the women the same. Currently, treatment of breast cancer is dependent on multiple factors such as hormone-dependency, invasiveness and metastases, drug resistance and potential toxicities. Our study shows that AAV2, as a single entity, targets all different grades of breast cancer."

Cells have multiple ways of dying. If damage occurs in a healthy cell, the cell turns on production and activation of specific proteins that allow the cell to commit suicide. However, in cancer cells these death pathways often are turned off, while the proteins that allow the cell to divide and multiply are stuck in the "on" position.

One way to fight cancer is to find ways to turn on these death pathways, which is what researchers believe is happening with the AAV2 virus.

In tissue culture dishes in the laboratory, 100 percent of the cancer cells are destroyed by the virus within seven days, with the majority of the cell death proteins activated on the fifth day. In another study, a fourth breast cancer derived cell line, which is the most aggressive, required three weeks to undergo cell death.

"We can see the virus is killing the cancer cells, but how is it doing it?" Alam said. "If we can determine which viral genes are being used, we may be able to introduce those genes into a therapeutic. If we can determine which pathways the virus is triggering, we can then screen new drugs that target those pathways. Or we may simply be able to use the virus itself."

Research needs to be completed to learn how AAV2 is killing cancer cells and which of its proteins are activating the death pathways. According to Meyers, the cellular myc gene seems to be involved. While usually associated with cell proliferation, myc is a protein also known to promote cell death. The scientists have observed increased expression of myc close to the time of death of the breast cancer cells in the study. They report their results in a recent issue of Molecular Cancer.

AAV2 does not affect healthy cells. However, if AAV2 were used in humans, the potential exists that the body's immune system would fight to remove it from the body. Therefore, by learning how AAV2 targets the death pathways, researchers potentially can find ways to treat the cancer without using the actual virus.

In ongoing studies, the Penn State researchers also have shown AAV2 can kill cells derived from prostate cancer, methoselioma, squamous cell carcinoma, and melanoma. A fourth line of breast cancer cells -- representing the most aggressive form of the disease -- also was studied in a mouse breast tumor model, followed by treatment with AAV2. Preliminary results show the destruction of the tumors in the mice, and researchers will report the findings of those mouse studies soon.

Other researchers on this project are Brian S. Bowser and Mohd Israr, Department of Microbiology and Immunology; Michael J. Conway, Section of Infection Diseases, Yale School of Medicine; and Apurva Tandon, Department of Microbiology, Immunology and Pathology, Colorado State University.

The Pennsylvania Department of Health, Breast and Cervical Cancer Initiative supported this research. The researchers have filed for a U.S. patent on this work.

Samsung Galaxy Tab 7.7 WiFi hits the FCC in tabtastic glory

It may have gone MIA at IFA 2011 earlier this month due to an ongoing legal battle, but the Samsung Galaxy Tab 7.7 is certainly no figment of our imagination. Far from it: the device, dubbed the GT-P6810, just got put through its paces in the hallowed halls of the Federal Communications Commission, and came out unscathed and with some decent diagrams that actually show off the tablet in a somewhat flattering manner. The version seen going through the FCC is most likely a 16GB WiFi-only version, as no mention of wireless bands could be found. Whether or not it'll hit US shores is an uncertainty, as passage through the government doesn't guarantee it'll actually be sold here, but the Galaxy Tab series has already had plenty of time to pick up a popularity point or two.

Eni, Total resume some oil production in Libya (AP)

ROME ? Italian and French energy companies have resumed partial oil production in Libya after months of civil war, a potential economic lifeline for Libya's new government as it scrambles to rebuild.

Officials of Libya's transitional government are still awaiting U.N. action to unfreeze billions of dollars in assets. They say the funds unfrozen so far aren't enough to significantly rebuild Libya's health, education and other institutions after 42 years of languishing under Moammar Gadhafi's regime.

Italian energy giant Eni said Monday it has resumed oil production in Libya after months of interruption due to the civil war that toppled Gadhafi's rule. By Monday, 15 wells had been tapped, producing some 31,900 barrels of oil per day.

The French energy company Total said it has restarted some production last week.

It was not clear how long it would take Libya to return to its pre-war production of 1.6 million barrels a day.

But even the limited resumption of oil production is an important psychological sign of foreign energy companies' faith in Libya's future. Libya sits atop Africa's largest proven reserves of conventional crude, and with a population of only 6 million, raked in $40 billion last year from oil and gas exports.

"That's good news," said London-based analyst, Samuel Ciszuk of IHS Global Insight. But he quickly cautioned that "we're still talking about very small volumes."

Ciszuk stressed in a telephone interview with The Associated Press that many unknowns loom as Libya tries to resume full production.

"Many of the large fields were shut down in panic as people were leaving" to flee fighting, he said. "They might be damaged, they might not be damaged. It might be complicated."

Many locations also still await inspection, including the Sirte Basin, a stronghold of Gadhafi supporters.

"That's where most of the production comes from, and it's still been too early to get an assessment," he said.

Eni's revived production operations have focused on 15 wells at the Abu-Attifel field some 185 miles (300 kilometers) south of the eastern city of Benghazi, and are being conducted by Mellitah Oil & Gas, a partnership between Eni and Libya's state-run National Oil Corp.

Eni said other wells will be reactivated "in the coming days" to reach the "required volumes to fill the pipeline" between the Abu-Attifel field and the Zuetina port on the Mediterranean. The Abu-Attifel field was the first "giant" oil field discovered by Eni in the 1960s.

Ciszuk said those areas close to Benghazi didn't see much fighting and were "expected to come back on quickly."

The Libyans say they have enough cash in their country to cover expenses such as public sector salaries for a few months, but much more is needed if nation-building is to get going quickly.

Eni said it couldn't estimate how much an impact its first resumption of production might have on the Libyan economy.

Officials of the transitional government have taken pains to assure the West that energy contracts from the Gadhafi era will be honored.

French company Total said Monday that it resumed production on Sept. 23 in partnership with Libya's state-run oil company and a German company at an offshore field well called Al Jurf. Production is slowly ramping up and will eventually be 40,000 barrels a day, according to Florent Segura, a Total spokesman.

Spain's Repsol YPF said Monday it hasn't restarted production yet at the fields it operated in Libya and doesn't know when it can resume. No Repsol employees have been sent in yet but the company is using Libyans and contractors to assess its infrastructure in Libya.

"Repsol continues to closely monitor events in Libya," said company spokesman Kristian Rix.

Ciszuk noted that Repsol's oil interests include Gadhafi loyalist strongholds such as the southern desert city of Sabha.

Eni has been active in Libya, Italy's former colonial ruler, since 1959 and is the largest foreign player there in terms of hydrocarbon production. Before full-scale civil war erupted in February, Eni was producing 273,000 barrels of oil equivalent per day in Libya.

Natural gas is another mainstay of Libya's economy. Eni chairman Paolo Scaroni has set what he calls an ambitious target date of mid-October for getting the gas flowing again to Italy again through the Greenstream pipeline.

(AP) ? Vladimir Putin's decision to reclaim the presidency next year sets up the possibility that he could rule Russia until 2024 and foreshadows a continuation of the strongman rule that many in the West have called a retreat from democracy.

Although Putin departed the Kremlin in 2008 due to term limits and moved about two kilometers (1.5 miles) down the road to the prime minister's office, in a sense he never left at all. He cannily used Russia's state-controlled national TV channels to remain the country's pre-eminent political figure, with appearances portraying himself as a bold adventurer in Russia's wilderness, a vigorous advocate of the country's global importance and, occasionally, as a bit of a rogue consorting with scruffy motorcyclists.

His hand-picked successor as president, Dmitry Medvedev, appeared as little more than a tame youngster in comparison ? enthusing about Twitter and issuing earnest statements about the need for reforms, but achieving few tangible results.

"He didn't do anything important, and I'm pretty sure they didn't let him do anything," said Vyachelsav Mazurkov, who was spending a cool fall afternoon in a Moscow park soon after the congress of Russia's dominant political party approved Putin's candidacy. Although Medvedev had shown flashes of independence, particularly in denouncing the corruption that flourished during Putin's presidency, he was seen by many as simply a placeholder while Putin bided his time until he could legally return.

If he wins the March 4 election ? a near-certainty given his popularity and mastery of Russia's political system ? Putin will return to a presidency even more powerful than when he left. In 2012, the presidential term will be extended to six years from four; he would be eligible to serve two terms and just a few weeks shy of turning 59, the avid martial-arts fan's health appears robust.

In nominating Putin, his United Russia party also approved his proposal that Medvedev take over Putin's current role as prime minister, the No. 2 government position.

Putin's return to the presidency would be unlikely to ease Russia's dispute with the United States over the building of a European missile-defense system and other issues. Economic pressures, however, could push Putin to pursue reforms aimed at attracting more foreign investment, analysts said.

During his presidency, Putin ruled Russia with a steely command, bringing about a system known as "managed democracy" that saw opposition politicians all but eliminated from the national eye. His personal popularity aided his maneuvering. Many Russians view Putin as the strong, decisive figure needed by a sprawling country troubled by corruption, an Islamist insurgency and massive economic inequality.

The presidential election is preceded by national parliamentary elections on Dec. 4, in which United Russia will seek to retain its dominance; the party has 312 of the 450 seats in the current parliament. The period for formal submission of presidential candidates' names has not yet begun, and it is unclear who might choose to challenge Putin for president.

As president, Medvedev called for improvements in Russia's unreliable court system and for efforts against the country's endemic corruption. But his initiatives have produced little tangible result. Moving Medvedev to the premiership could set him up to take the brunt of criticism for austerity measures that Putin has warned will be necessary for Russia amid global economic turmoil.

Medvedev's advisers, likely to lose influence if he moves to the premiership, were clearly disappointed that he would not have another term in the Kremlin to try to continue pursuing reforms, and bristled at political maneuverings.

Medvedev's presidency held hopes for change, "but our political elite made a different decision and chose the path to so-called stability," Yevgeny Gontmakher of the Medvedev-established Institute for Contemporary Development think-tank said on Ekho Moskvy radio.

"This filthy deal of the country's supreme authorities is a blow to the institution of the presidency," Kremlin-connected analyst Gleb Pavlovsky told the radio station.

However, a spokesman for the powerful Russian Orthodox Church praised the move lavishly.

"This is a real example of goodness and morality in politics, an example that could be envied not only by our predecessors, people who lived in Soviet times, but citizens of the majority of countries in the world, including those who try to teach us," Father Vsevolod Chaplin was quoted as saying by the Interfax news agency.

Putin's return to the presidency would likely continue or even strengthen the "managed democracy" system he installed in his first stint as president. Under it, opposition parties face high obstacles to winning seats in parliament; of the four parties currently in parliament only the Communists, whose support is dwindling, act as a genuine opposition force.

Opposition groups' attempts to hold rallies are rarely approved by authorities and unsanctioned gatherings are quickly broken up by police. All major television channels are under state control and rarely present opposition views.

Under Medvedev, Russia's relations with the West have been less tense, even though there has been little change in Russia's domestic politics. The improved relations with Washington largely reflected President Barack Obama's "reset" initiative. It is unclear if Obama will win a second term next year to continue the policy with Putin in the Kremlin.

Despite Medvedev's statements of reformist intent, Russia remained under strong Western criticism. A report by the U.S.-based NGO Freedom House last year said "there has been a steady erosion of the content, if not the formal institutions, of Russian democracy."

In a visit to Russia in March, U.S. Vice President Joe Biden exhorted Russians: "Don't compromise on the basic elements of democracy. You need not make that Faustian bargain."

The U.S. also wants to put elements of a missile-defense system in Europe, saying it is needed to counter the threat of attack from rogue nations such as Iran. But Russia has disputed the need, saying the defense missiles could instead be aimed at it, a stance that is unlikely to change with Putin back at the presidency.

Putin started a carefully orchestrated series of maneuvers at Saturday's session of the party congress in a Moscow sports arena by proposing that Medvedev head the party list for the December elections. Medvedev then proposed that Putin be the party's presidential candidate, and Putin returned to the stage to accept the proposal and express support for Medvedev as prime minister.

On his return to the stage, he found the microphone had been turned off temporarily, but said with a smile "I will speak louder. My commander's voice has not yet been lost."

The congress approved the moves with no apparent opposition. Despite growing discontent among ordinary Russians with the party, United Russia exerts such an overwhelming presence in the country's politics that Putin's election and Medvedev's switch to the premiership are virtually ensured.

Many connect Putin with Russia's turnaround from post-Soviet poverty to prosperity, largely driven by high prices for Russia's vast supplies of oil and natural gas. But growing awareness of the need to move beyond a natural-resources economy could force Putin in a new term as president to pursue reforms, some analysts say.

"I expect Putin will establish a very pro-business and pro-reform Cabinet," said Chris Weafer, chief strategist of the Russian investment bank Troika Dialog.

Putin also proposed Saturday that Russia's richest citizens face higher taxes. The flat income tax that came into effect during Putin's 2000-2008 presidency has been widely praised as improving tax collection and Putin's proposal would not change that, but he called for increases in consumption and real estate taxes that hit the rich comparatively harder.

Maybe you?ve tried positive thinking, gratitude journaling, mind-movies, imagery, meditation, singing bowls, yoga, EFT, TAT?and still nothing is happening?

I may have the answer for you.

This may be a strange article for some. But I?m going out on a limb here and connecting my experience as a holistic medical doctor, energy worker and coach all together to bring you an extremely important message. You?re probably not going to hear this from any other Law of Attraction expert who isn?t a medical professional.

What I?m about to tell you is a recent discovery of mine, but I believe the discovering is profound and I really want to share it with you.

For many years now, I?ve been helping my patients heal holistically by using a combination of acupuncture, sound therapy, nutritional therapy and holistic health counseling. Most everyone who stuck with the program got well and many went from being disabled to being productive and happy again.

But there were always a handful of patients who never got better permanently. They?d feel great after acupuncture but the well-being would only last hours to days and then return to baseline. Nothing in my tool kit at the time could help them transform from a state of low energy, pain and depression to one of light and good energy. Although they appreciated my loving care, it frustrated me that I didn?t understand why they weren?t getting better like the rest.

Common among these ?non-responders? were symptoms of depression, anxiety, PMS, chronic pain and fatigue. Most of them had strained relationships and some even refused to see people because everyone ?drained? them of energy.

Well, about four months ago, everything changed because I learned something very profound.

An Enlightening Experience

The first thing that happened is that ?I learned a new technique to check someone?s nervous system balance and regulation (a.k.a. brain balance). It was quick, easy and?reproducible?and I have Dr. Robert Stashko to thank for that. Basically a simple two-part muscle test could determine whether someone?s brain (nervous system) was ?short-circuited?.

Then a new ?anti-stress? patch product was released by a company that I work with. On a whim, I decided to use this patch on the acupuncture points on the head while testing someone for brain balance. To my utter shock, I discovered that this simple device could immediately brain balance someone.

The first person I tested was a friend and really didn?t have any symptoms. He just wanted to decalcify his pineal gland. Well after a few weeks of doing this, amazing stories began to emerge. Although I wasn?t surprised that their physical complaints were getting better (sleeping better, more energy, losing weight, better mood, less stress), what amazed me was what my patients shared about the positive changes to their lives.

A couple who had been in a bitter divorce suddenly began communicating to each other again in a civil manner? People who were mired in co-dependent relationships were suddenly able to ?let go? of negative relationship patterns after years of being unable to do so?
